Charities are voluntary. Nobody has claimed that people never want to help others - the issue is whether or not the help is volitional. Most charities, at least the well-managed ones, have a targetted clientele or program. They also have reporting and accountability. The government cannot even accurately account for its spending and the associated overhead as a percent of services provided is outlandish.
