What you should try doing is either turning off your DSL modem or unplugging it completely. If the noise is still there, then it's a line problem and you'll need to get your lines repaired. Now, get a standard corded phone, plug your DSL line onto a non-filtered line and plug in the corded phone into a filter, then plug the filter into the jack. If the line is silent, then that's basically all the phone company can do, unless you lease equipment from them.
