It would, but since the erection is from an enormous amount of blood pumping into your organ, should you knick yourself, you might have a slight problem on your hands (or in your pants).
edit: Most private places in a shared bathroom: bathroom stalls. If you're discreet enough, they might just think you're beating off. :P
As far as itching, there may be lotions or something you can use, but as a rule, shaving leads to itching and thou must reap what thy hath sown.
