Until the point the child can live outside of any external help (taken out of the body and survive on its own) I don't believe there should be any question. However, if the baby can survive on its own, then it becomes a whole new can of worms, one in which I don't wish to get into at the moment.
5. Legal: if they want one, they will find a way. Making it legal provides a safer, better environment for which they can do it.
