It sounds like you pretty much got everything figured out, here is another way by converting everything to minutes like aoeuhtns suggested.

Code:

mins = 60*(hrOut - hrIn) + (minOut - minIn);

//Find number of hours rounded up
hours = (mins+59)/60;
