This is certainly overstating the point, but I found this random blog post interesting nonetheless...

He says he takes responsibility for the failures of the response. He should have offered transit for those especially at risk for catastrophic events like this. He’s equally negligent, and therefore should be equally culpable for real, tangible consequences.
