Hands are exposed to the air consistantly, and therefore have less of a change for bacteria build to up. The crotch is a closed confined space that is moist. Underarms are similarly protected and breeding grounds for bacteria.

Urine is considered to be sterile fluid, unless it is contaminated by a bladder/urinary tract infection.
