NTFS reserves a default 12.5% for MFT storage. The "MFT Zone." (A MasterFileTable is the database of files, their locations, and attributes, plus volume information.) If you run out of disk space before the MFT needs its reserved space then files will begin to use the previously reserved MFT space. The reason for reserving the space is to reduce MFT fragmentation, which is good since the database is used continually.
