I think you see it in younger men because it's something they use on inexperienced women to give in to sex.
Sometimes used on married women to coax a BJ when sex is off the table, too...

I don't remember personally ever feeling it physically, but maybe I have...not saying it doesn't exist, just that "blue balls" happen less frequently than people claim, in my opinion.

and yeah, there's been times when I said no and felt good about it.
