"It's Time to Put Dasher Down" was a parody by the Toronto musical comedy duo called Brock & John (Brock Simpson & John Mitchell). They played the song live on the Humble & Fred show one year and the station recorded it and replayed it every year.
Brock & John started at the Fringe Festival in 1991 and were very popular in the mid-90's, usually playing at the Rivoli. They resurfaced on MySpace recently at
http://www.myspace.com/128867475, but that song is not available on their page. It was not on their album "Unrehearsed", so you may not find a recording of it. The Humble and Fred show might have the only recording. Very funny song.
