Lasereth nailed it. A lady can walk up to a guy and offer sex, and if she's average or better looking, the guy will probably say yes, unless he has a specific reason to say no, and even if he says no, he will probably go out of his way to be polite about it. If a guy approaches a woman and does this, he's gonna have trouble, the only question is the severity of said trouble
Now if it was me, I probably won't come out and say that, but If I think I have a chance with her, I might ask her out, and try to work towards that eventual goal. I don't expect though that it would happen quickly, besides, I would hope that by the time it does happen (if it happens) that I like her for more than just for sex.
Funny thing about asking her out though, the last gf I had, I never would have thought to ask out, as I didn't think I would have a chance with her romantically (though she was a friend already). Fortunately for me, she asked for the first date.
