Contests can be good. Whether it be a creative writing competition, photography competition, or even a photo scavanger hunt.
Run a contest once a month. When appropriate, have the entrants be anonymous (sent to a mod or admin, then posted so the members don't know whose is whose), and then have a 3-5 day voting period. Let the winner be a mod for a month, or give them some other trinket.
Advertise the contestants via mass email. Not spamming all the time, but just once a month or so send out a message to all members informing them what the contest is. My guess is a lot of people would visit more often if they had occasional reminders.
