Stick with your first (and second thought). The kids, as I recall from the local news the other night, were dropped off because of behavioral problems. There are other avenues to take for this type of problem. this was
not in keeping with the intent of the law. The only reason that there was no age limit in place is because, as usual, the Nebraska State Legislature could not come to a concensus on where to draw the line. Therefore they opted to just use the most broad definition of child that there is.
