In a perfect world, people on assistance would use it as a hand up instead of a hand out. Also if the world could be so perfect, those who realize they need to give up even recreational drugs to get this assistance would become more employable. And to take perfection one more step, the money no longer wasted on those who only wish to be wasted could go to education and hopefully further reduce the need for welfare.


But we aren't so perfect.
