I hate to rain on your parade, but a nursing license alone isn't going to give you any more ability to change things then where you are at now. In fact the frustration may get worse.
My advise to you is to help your patients the absolute best you can with what you have. Like you are doing now. The paperwork and red tape only increases the higher up you go.
