Most people think that relatively loud music is ok until 9 or 10, but after that, courtesy suggests you turn it down.

Not everyone shares your musical taste, nor does everyone want to "Rock 'n Roll" all night long.

Some people like to sleep after 9 or 10

Have you actually talked to your neighbor? Did you tell them about the party? Did you ask them how late they stayed up?

Like most things, communication followed by friendly compromise is the best course of action.
