Well, we've all heard the crap spewed from EPA regarding second hand smoke. Take it with a grain of salt.
I smoked for 8 years, then I quit 18 months ago.
Personally, I feel people yapping on their cell phones are far more obnoxious than those puffing a smoke. What really bugs me is pipe and cigar smoke. That shit stinks.
Besides, there are now plenty of non-smoking restaurants should one be that annoyed by it. I vote for a non-cell phone section as well.
