ten bucks says it is your ISP that is at fault. random inability to connect to major sites like Yahoo, google, etc. suggests that occasionally your ISP flakes out and you have no access to anything.
next time it happens, try this:
see if you can get your email
see if you can access a newsgroup
try an instant messenger program
if your ISP IS flaking out, you will not be able to access anything. if it is ONLY your browser that wont work, ONLY then would I worry about browser settings or the like.
btw, it helps if you tell us HOW you are connecting. dialup? dsl? cable?
