If Davis hadn't pissed off so many people by lying about the budget problems until the day after the election,there wouldnt be a recall. When he admitted the deficit was 3 times higher then he was saying it was and proposed raising every state tax possible and adding a few more people started to feel this was a breach of trust.
Basically the political version of:
"I won't cum in your mouth..I promise"
