in the US the laws differ from state to state
it often is in connection to do with the serving of alcohol as well
in PA and NJ we can have completely nude dancers, but only if there is no alcohol in the club, they can have juicebars or figure a way around it like putting the bar outside the main stripping area
the club i go to near penn state gives you all you can drink beer on the "beer patio" which is like a framed in porch
other wise they can go topless
