I've run into this exact same problem with XP home and Win2k. I had to run the the network wizard on the XP home machine then I could immediately access the XP machine from the Win2k machine. Why? XP Home isn't the best OS in networked environments.
If I remember properly (I don't have a copy of XP home), right click on my computer, select properties, then select the Network Identification tab. You should see a Network Wizard button somewhere in there. Follow the wizard to connect it to the workgroup (don't select domain if you are in a workgroup environment).
