But that's just through misuse. It's right there in the definition:

"Happening twice a week; semiweekly."

Semi- means "twice a", bi- means "once every other."

No, the definition contains both:
1. Happening every two weeks.
2. Happening twice a week; semiweekly.

Since misuse has confused the term, it isn't worth using.

This wednesday always means to me the first wednesday to the date. Next wednesday means the one after it.

So if it was thursday, this wednesday would mean the wednesday of the next physical week. Next wednesday would mean the wednesday after that.

Where's the guy with the calendar? He had it.
