I have the tools, and money is no object.

My lawn sucks. Years of ignring it made it what is today.

So I bought new seed, weed killer and dirt. Any recommendations on the order?

New dirt first, spread the seed, cover with straw, water. In the fall, after the grass is up but before it freezes, weed killer.

Or, new dirt, then re-sod the whole lawn. You get a nice looking lawn real quick.

Or you could cover the lawn with plastic and then pea gravel.
