Lucifer - it's just a translation of the musical symbols "fermata" and "ritardando" (commonly verbally shortened to ritard, pronounced retard), which mean, respectively, "hold or sustain beyond written value" and "get slower". Sort of a musical rhebus/pun.

And with that explanation, I pronounce this joke dead, dead, dead. But I'm still snickering.
