Hmm. Overall, Art Director Roland Anderson was nominated 15 times and never won. Composer Alex North was also nominated 15 times with no wins, but was awarded an honorary Oscar in 1985. If you mean actors, Peter O'Toole and Richard Burton are both 0 for 7, and Deborah Kerr is 0 for 6.
