With all the talk about who is to blame,for the presidents speech.Does not the one who gave the speech carry the largest responsibility?

As the President of the United States, he ultimately carrys the responsibility for the speech and any repercussions thereof.

yeah, and i'm surprised @ the # of people who have openly come forward and accepted blame (the cia director and the other guy in the bush administration).

if the intel was wrong in the first place, i wouldnt place the blame on gwb. there is no way he could've verified those claims and would have had to rely on agencies to do the work.

The President bears the most responsiblity, he should be asking more questions, because that wasn't the run of the mill speech. The speech is read and heard by most of the United States. He should have better informed.
