I've tried a bunch of them and my current favorite is Faststone which happens to be free. The only thing missing from it is the lack of categories & search. I have a huge collection (10,000 pics) and use editing quite a bit. I don't need photoshop level, just resizing, flipping, cropping, adjusting light, etc. I'd be willing to try a new one.

i dont use do any photo editing myself but i suggest trying gimp and picasa Both free so you have nothing to lose and i have heard good stuff about both of them.

Irfanview is kinda interesting but im not sure what it can do but its also free
