Can anyone recommend some software that does this?

Ulead has a program called GIF Animator 4.0 (which I acquired when it came packed with Ulead Photoimpact 6). It does animate GIF's on a frame by frame basis. Basically, you insert frames and it animates frames in the order that you insert them. Usually, I create the frames in the Photoimpact, and insert them into the animator.

i wouldnt go with any of those free ones out there since they make files that are huge. the gif animator is very efficient.
