a way to read the end of a text file

Back when I knew unix (I took a class in high school) I remember there was a way through the command prompt to read the end of a text file.

Is there a way to do this in the command prompt of windows? Has anyone made a util to do this?

there should be a end of file character, i'll know in a few weeks once i cover that in C class.
