Real time video editing

Is there a program out ther that would let me put out a live stream of video from cable or another source but when I tell it to it will splice in video clips or effects? I know there are a few high end ones, but I'm looking for something that I could use do to stuff like that. Any ideas?

You'd probably want dedicated HW video mixer to do it correctly, or at the very least rather hefty HW.

Have you looked into Jahshaka? That's the first google hit for free realtime video editing.

This seems to be relatively cheap: http://www.topdjgear.com/lividunionv11.html

Look into the VJ field, they might have something that works for you.
